Adoption Surge: DCFS Policy Spells Pressure for Black Families

On Sept. 24 President Bill Clinton lauded the Illinois Department of Children and Family Services for placing more foster children in adoptive homes than any other state in the nation. But most foster children in Illinois are being adopted by family members, even though some are reluctant to adopt because of financial restraints.
