Foster Babies

The percentage of drug-exposed babies born in Cook County who were taken into foster care by the Illinois Department of Children and Family Services reached a high of 42 percent in 1999. The county’s population is nearly 27 percent black, according to 1999 census estimates, compared with about 15 percent statewide.
