Methodology (Disparate Nursing Home Care)

The Chicago Reporter used data from the Illinois Department of Public Health and the department’s Web site to determine nursing homes owned by Floyd Schlossberg. The Reporter joined that list with rankings and staffing level data from the Centers for Medicare and Medicaid Services’ Nursing Home Compare database. The 2007 racial composition of nursing home residents, the most recent year for which the data are available, was provided by Vincent Mor, chairman of the Department of Community Health at Brown University. The Reporter searched the Web site of the Clerk of the Circuit Court of Cook County to determine the number of court cases filed against each nursing home from 2004 to 2009. For the Medicaid analysis, the Reporter retrieved the number of days of care provided and the number of those days paid for by Medicaid from 2007 cost reports for Chicago nursing homes. The Reporter joined that information with data from Nursing Home Compare and Brown University.

Schlossberg Homes
Floyd Schlossberg is one of the state's largest owners of nursing homes; however, the average ratings of his homes differ by race. Each of the three majority black homes received the lowest overall rating from a federal ranking system, while less than half of the 17 majority white homes earned the same score.
