In 1997, the Illinois Department of Children and Family Services implemented a performance-based payment system to encourage child welfare agencies to increase the number of children placed in permanent homes.
Under this system, agencies must place 24 percent of the children assigned to them by DCFS in permanent settings, either reunified with their natural families, placed in adoptive homes or assigned to permanent guardians. Those that place less than 24 percent will not be given DCFS contracts to do foster care in the coming year.

Each year, the department ranks the agencies to let them know how their performance compared with that of their colleagues. For children placed with relatives, the top agency was able to place 51.5 percent of its children; the worst agency placed less than 3 percent. Among children placed with non-relatives, the top agency was able to place 58.2 percent of its children.
