It's not illegal-by the state's or the city's campaign laws-for employees to give, even to their bosses. It's allowed for all employees except for those working in the city's ethics department. But experts say that allowing workers to contribute large amounts of money fuels an environment of corruption where people feel they have to give in order to get promoted or to keep their jobs.
