A Presidential Early Learning Council, much like the Illinois Early Learning Council here, is in the works with the Obama Administration. The Department of Education and the Department of Health and Human Services have been selected to form the council. Illinois’ group was created in 2003 by former Gov. Rod Blagojevich and the General Assembly to advise the state on improving and expanding early childhood programs and services, and is made up of 46 appointees from governmental agencies, schools, child care centers, businesses, law enforcement and private foundations, as well as parents. Barbara Bowman, head of the CPS Department of Early Childhood Education and a co-founder and former head of the Erikson Institute, is reportedly in the running to chair the presidential council.
